Public Act 103-594 authorized the creation of the Illinois Department of Early Childhood (IDEC), to begin regulating early childhood services on July 1, 2026 that are currently regulated by the Illinois State Board of Education (ISBE), the Illinois Department of Human Services (DHS) and the Illinois Department of Children and Family Services (DCFS), see Governor’s Press Release June 25, 2024.
State agency divisions, committees, and workgroups with additional input in the implementation of Public Act 103-594 include:
Early Learning Council (ELC) (see 20 ILCS 3933 authorized by Public Act 93-380, eff. 07-24-03)
Illinois Interagency Council on Early Intervention (see 325 ILCS 20, repealed July 1, 2026)
The state appears to have prioritized IDEC stakeholder engagement opportunities through the IDEC TAC. Formal presentations and resources through the ELC also appear to be prioritized regarding IDEC formation, with a “Learning Series” as well as published reports that include ongoing “Co-Design System” considerations.
